Unknown Cargo?

At some rec station in Coyote I found a transport carrying normal cargo containers (not megatransport containers) carrying “Unknown” cargo. I did a quick raid on it after it left proximity of the station and found that Jafs wouldn’t pick them up, and I couldn’t tag them because they’re “empty.” Are they really empty or is there some other way to get what’s inside?
